Do not underestimate the benefits of mass transportation, for the government, motorists and commuters. If construction and operation were contracted through a build-operate transfer scheme or an operation and maintenance agreement with the private sector, the government will have then implemented effective solutions at low or zero upfront costs. Motorists would be relieved of the traffic congestion while commuters will clearly experience time savings from the undisturbed travel aboard comfortable and fast trains. Mass transportation is a win-win solution. The only major challenges would probably be availability of right of way.
